With reference to my confidential despatch
of 12th December, 1927, on the subject of the piracy of
the S.S. "Irene", I have the honour to enclose a copy of
a report by the Director of Criminal Intelligence on Bias
Bay.

I am of opinion that the report clearly
indicates the efficacy of the punitive measures taken
against this district. Not only is there a complete absence
of any sign of ill-feeling, such as it was feared might be
occasioned by the raids of 23rd March and 1st September,
1927, but the action taken has provided an incentive to the
law abiding majority to combine in opposition to the pirate
organisations.
